Right now the Stargate people from earth have jurisdiction.  They have it 
because they are there and sofar no other group has the power to kick them

out.

This is the same as it is everywhere.  If you could get together enough 
people to follow you, you could take over the United States.  This is what

Castro did in Cuba about 50 years ago.  Same as it has been done in all of

recorded history.
