Of course they do.  It's their gate.  They have full jurisdiction over 
who uses it, incoming or outgoing, at all times.

Oh, she can justify that.  Teyla is a member of her team and a security 
risk if allowed to wander alone.

And her people are allies that were apparently kidnapped. Finding and/or 
rescuing them is a valid military goal.
