First off, Penny never stopped loving Desmond. She found him right before
he took his sailing around the world challenge. Remember, with enough
money
you can find anyone?? Ring a bell? He wasn't missing for 8 years, only 3
and she's been looking for him since he disappeared on the trip. At the
end
of season 2 we learned that.
As for Daddy giving the address, I think he knew Penny was going to reject
Desmond but saw a desperation about him that he responded to. Maybe
thinking this rejection would finally end it for them or maybe he was just
happy he won the journal and was in good mood and thought what the heck ;)
As for the phone number, both Desmond and Penny were in London at the
time.
No need for her to give Des the country code or area code. When Desmond
gave the number to Sayid he did mention it was in London. Now how Sayid
new
the country code ...who knows, maybe he resided in London at one point in
his past.
The constant was able to give Desmond's brain a grounding point. Once he
contacted Penny in the present he stopped jumping. That's what staved off
the brain aneurysm.
