Exactly - they have a general overall story in mind, but specific
characters/events/plotlines are being made up on the fly.  The
producers admitted that the character of Ben was only supposed to be
around for a short time as the "Henry Gale" guy, but they liked him so
much they changed their plans and made him the leader of the Others.
Now think how im****tant Ben is becoming to the story - with him/Sayid
in the future, the boat coming to the island looking for him etc.  So
it's clear that their overall plan must have been very,very loose if
it can accomodate such major elements on the fly...
