Not necessarily. They could have simply had Henry Gale to be just a spy, 
like Ethan Rom, and not necessarily the leader of the Others, but he did
so 
well, they altered the story so that he became the leader.

It's like with BABYLON 5, or to a lesser extent BATTLESTAR GALACTICA, 
long-form stories, or outlines, have certain roles played by certain 
characters (e.g., leader, rebel, spy, motivator, soldier, lawyer, traitor,

etc.) and even if one specific character drops out, another can be brought

in to fill that role.

The leader of the Others could have just have easily have been the bearded

guy they first met who warned them to stay on their side of the island or 
Juliet or someone else. Specific plots and episodes would be altered but
the 
overall arc, the main outline, would remain the same.
