I noticed this as well.  I certainly suspect John has affection for
her but is afraid to express it for a variety of reasons:

1) Mom and Derek would not approve
2) He probably doesn't trust her 100%, obviously more than Derek does,
but not 100% I think after seeing what the T-888 did to his "wife" is
an obvious concern.
3) He knows it is most likely impossible for her to feel affection for
him

In essence..  He might as well be doing it with a blow-up doll.

HOWEVER...  We aren't really sure who sent Cameron and why they picked
a female.  It may very well have been John himself, or somebody who
knew that it would be best to have something to keep his attention
away from other girls.  After all, he can't really get into a
meaningful relation****p with a human girl right now, even if he did
she would wind up getting killed or they'd have to move and go under
cover again.   Cameron is as close to a girlfriend as he can afford
right now.

One question was answered with "Vick's Chip" in that obviously
terminators are "fully functional" in that area and Vick obviously
kept his wife satisfied.  So Cameron could obviously be functional in
that area as well.  Only for her, it would be more like doing math
homework or something.
