Skynet would need to know where to find him, first.

In the first film, Skynet sent the first Arnie-bot back to kill
Sarah Connor before she ever conceived John. All it knew was
that she lived in LA, and the Arnie-bot had to methodically
kill all three Sarah Connors in the phone book.

In the second film, it sends another Terminator back to kill
John as an 11-year-old. At that point, John was living with
foster parents, and presumably Skynet had access to his records
and knew where to find him, since the Terminator went right to
the foster parents' home and killed them.

For all of his life up to that point, though, Sarah and John
moved all around, a lot of that time in Mexico and Central
America, so Skynet probably didn't know where they were.
