There was no reason to make the character a Russian ethnic. They chose
to make him a Russian ethnic so they could use a running gag about
Russian claims to the origin of western civilization.

During the Soviet era, there were official claims to having invented
baseball, for instance. Many centuries ago, it's true that there was a
game played with ball and stick (Lapta, or something like that) with
very odd rules, but no one seriously believes that either baseball or
cricket, for that matter, are derived from it. Plenty of peoples played
games with sticks and balls over the centuries.

Didn't Andropov make the baseball claim in a speech?

It was the 1960's, so the writers were parodying Russian political
propaganda.

The Chekov lines "break the fourth wall"; they're really not said in
character. It's like Spock's line in Star Trek VI about the old Vulcan
saying that only Nixon could have gone to China.
