I assume you are speaking of pets.

Do you believe pets have souls?  What is a 'soul' for a pet to have?

Is a 'soul' the same as 'emotion'?  Pets certainly have emotions.

In the case of Cameron, we may be confusing soul with emotion.

To put it another way, I can kick my car as much as I want.  As long
as I don't damge the motor-drive-train, it will run fine, so matter
how many dents I put in the body or window glass I smash.  The car has
no feelings, it does not react to anything I do beyond gas and oil.

In contrast, a pet requires more than mere food.  Lack or generous
affection impacts a pet's personality.  Pets have emotional feelings,
they like and dislike, they are content, they are angry.

So let's get back to Cameron and the question at hand:

I suspect one of two possibilities:  1) Cameron is capable of some
emotional feelings, or,  2) Cameron wants to be have emotional
feelings,
wants to be human.  Cameron certainly tries to mimic every human
emotional behavior she sees and to understand it.

As far as I can tell, nobody in the show has bothered to ask Cameron
about any of this.  I think in the finale she was asked if she lies
and she said yes.

She also asked if she had a birthday. Her mission is to be as human as 
possible, to blend in. She's seeing just what goes into being a human, and

is trying to emulate that. At some point, John's going to ask her "Why did

you do that?" and she's going to answer "Because I love you."
And it will be as "True Love" as any cheap feel at the high school dance.
