No they don't.  Angel was not 'normally a vampire'.
Amsterdam's 'curse' is a gift given to him so that he can live long enough

to find true love.
Angel's 'curse' never made any sense at all.  The gypsies want him to
suffer 
until he finds true happiness, then they release him from his suffering so

that he can get back to killing lots of innocent people.
