My goodness. You must have heard all the standard swearing at OE by this
time.

Every body ELSE on Usenet hates OE because its default setting break
every long-standing Usenet convention. Long-time OE users who care
eventually learn what settings to use to avoid sending alternate parts
and HTML, for instance. As you've discovered, it doesn't quote with
quote characters on every message. That's broken behavior, but undoubtably
Microsoft is doing something nasty to screw with a competitor.

It's using the proprietary Windows-1252 character set, which is almost
like Latin-1 ISO-8859-1 but not exactly, since it reverses a few
character positions and adds in characters appropriate to typesetting
(like open and close quote) that are inappropropriate in what's supposed
to be a plain-text environment like Usenet.

You'll just have to go through every setting in Tools > Options and
change them, but I can't advise you on that. There must be a place to
tell it to use ASCII (or Latin-1, if you really, really have to use
certain characters from western European languages).
