This episode was written by Christina Kim, who also wrote the episode 
"Stranger in a Strange Land."

And notice that both episodes were flawed in a similar way:  Lack of 
focus.  Contrived.  Left you wondering what the main point was. 
Uninteresting flashbacks featuring a guest character you'll see this 
once and never see again (Achara then, Harper now).

Harper was for Juliet what Achara was for Jack--just a foil Christina 
Kim brought in to explain away one or two small points of the plot.  And 
then dropped.
