The hologram was programmed with an advanced AI imbued with Rodney's
personality. He programmed as many situations as he could think of into it
that it could react to but it had an intelligence of its own too.

So simple things, it could do, more complicated eventualities, it couldn't
without input (hence shep's idea about the increase in light being enough
to
boost solar input that the hologram wouldn't've thought of on its own)
