Bochco wanted to see a story in which a cop committed murder in the 
service of a perceived higher good and got away with it on prime-time 
broadcast TV.  And he did.  People usually get so distracted by the 
stylistic problems of _Cop Rock_ that they completely ignore the 
revolutionary content for its time (1990) in American TV history.

A few years later he ditched the music and toned down the cops to the 
level of illegal battery and came up with _NYPD Blue_, but there was 
clearly an evolutionary process at work.
