Japan had invaded China in 1936, clashed with the Soviet Union in 1938-39,
and taken Indochina in July '41. The last resulted in the strengthening
of
an economic emargo against Japan that included cutting more than 80% of
their oil im****ts. Japan had broken almost every treaty they had with the
Western powers and signed treaties with both Germany and Italy. It was
generally expected that they were going to declare war on the Netherlands
and seize their oil fields in the East Indies, which would put them in
striking range of Australia (they were already within reach of British-
held Singa****e). (Heck, that's partly why Pearl Harbor was such a
surprise -- everyone figured their Navy was headed the other way.)
Being Japanese in Britain, even before Dec 7th 1941, was not good.
