As I recall the situation, during season 2 they had not yet reached
an agreement on when the show would end.  The producers were aiming
at 5 seasons and the network pushed that to 6.  So some things that
would have happened in a 24 episode season 3 will fall off the end
of the 16 episode (now 13 episode) season that we're getting.
