Even when one is shunned there can still be some compassion shown. The
whole 
parable about the Good Samaritan is based on it. Samaritans and Jews were 
both descended from Israel. The 12 tribes of Israel split into a 2-tribe 
kingdom of Judah (from which the Jews were descended) and the 10-tribe 
kingdom of Israel (from which the Samaritans were descended). There was 
considerable friction between the two kingdoms and the two groups of 
people--much like North and South in America following the Civil War or 
Northern and Southern Ireland, Northern Chicagoan Cubs fans and Southern 
Chicagoan Sox fans.

However even so, one can still have a baseline level of compassion. There 
were even some Bears fans who sympathezied with grieving Packer fans 
following Brett Fahrve's retirement (after getting swept by the Bears in 
every game played in the past two seasons).

Apparently Three had some modicum of compassion for Tigh despite his 
betrayal of cylonality, much like there are various rules of war for how
one 
treats prisoners of war.
