   What do you mean why?  What part of what he said did you miss, sugar?

   100% of the life we see is spent living dangerously.

  He never runs away, even when it would be wise, he seems to delight in 
finding the danger.  He runs towards things he tells others to run away 
from.

   Every instance we see the Doctor is an instance of him living 
dangerously.

   That's who he is.
