I think they shot the scene from Walt's feet to hide the fact that he
had gotten taller, meaning they wanted it to appear like Malcolm David
Kelley had not aged that much, and that Walt was still supposed to be
10 -- and that he was an incarnation of the smoke.

Now, I think the fact that they had Locke acknowledge that Walt was
"taller" after the fact (as in "taller ghost Walt") means they decided
it was really Walt, projecting, and not the smoke monster spoofing
him.  Probably based on the reaction of the audience pointing out how
much older he looked despite their attempts to hide it.
