Not really.
There was obviously a number of nuclear bombs activated by a group that 
wished to take control of the country.
In S2 we've been told that various stated have come together to form a new

government lead by those responsible for the bombs , and the final episode

sets things up for a conflict between them and the majority of the other 
states. We've not been shown what format this war will take , so we have
no 
idea if it will stay conventional or not.
