What did he say NASA was going to be doing during those five years 
instead of Constellation?

Because the default answer is (and this goes for any bureaucracy, not
just NASA), "lay off most of the technical staff, while the managers
spend five years making elaborate powerpoint presentations about all
the wonderful things they'll do when they get their budget back".  

I'm no big fan of Constellation; there's lots of better things NASA
could be doing with the time and money.  But powerpoint isn't one of
them.
