Because the Final Four can see they are responding to some sort of
subconscious programming, whereas Athena believes her big decisions,
such as choosing to help and marry Helo and to become a Colonial
officer, are from her conscious choice?

Everything about Athena is that she makes her own choices and has the
will to stick to them.
