I thought that Caprica and Boomer squirreled with the plan when they 
successfully argued the others into trying to live peacefully with the 
humans, aka the New Caprica Debacle.  What they learned during that time 
- the survival of Hera, the close presence fo the Final Five, the 
individualization of the models, the glitch in the programming of the 
Threes - have so messed up the original plan they see no way back to it.

BTW, the boxing of the Threes who had provided so much of the leader****p 
  has left them relying on their own votes with no decisive voice in 
case of a three-three tie.  (whoa, my brain hurts after that convoluted 
sentence!)
