I don't think they were constructing *more* Vipers even then.  But after
the New Caprica debacle they've got about one and a half Battlestars'
worth of Vipers (less attrition) on one Battlestar, and they probably
lost a lot of their veteran Viper pilots to the Cylon occupation.
