It's for younger children than that. Realize that Doctor Who is a 
children's show as well, thought the first incarnation more so than this 
one. Torchwood is for adults. SJAS is for young 
children. Think of it like this :

SJA=Superfriends or Shazam or Isis 

Doctor Who=Superboy (the early 1990's tv show)
 
Torchwood= Lois and Clark? Smallville?  Though those are morelike 
the current series of WHo.

No. The X-mas special was the pilot. The Doctor Who episode "School 
Reunion" was the first appearance of Sarah Jane since the Five Doctors.
