With perhaps just one exception.  If one has already decided that they
want 
to build something BIG in some high Earth orbit (massing into the
megatons), 
the moon would be a better supplier of the raw materials needed than the 
Earth.  A kilogram could be lifted from the lunar surface to a high Earth 
orbit for about 1/20 the energy as from Earth to that same orbit.  About
the 
only thing we can presently imagine building in orbit which would need to
be 
that large is solar power stations.

But yes, with regard to mining with an intent of bringing the mined
material 
back to Earth, it's hard to imagine this being worthwhile.  The problem
with 
the Helium 3 proposal is that the reactors which would burn this fuel do
not 
yet exist even as paper designs.
