Had there been one Jack would probably have locked it away without further
study.  Then in a subsequent episode he could try to use it to save a
member
of his team, getting lots of innocents killed in the process and finally
destroying the carousel.  Torchwood:  protecting aliens and alien
technology
from exploitation by the human race.
