It seems to me that this theory is similar what we saw early on in the
series with one Doral being captured in the mini-series and another
carrying out a suicide attack in a latter episode. And we also saw a
Leoban at Ragnar Anchorage in the mini-series and in a latter episode
another Leoban which had been hiding in the fleet captured and
interrogated. Similarly in the mini-series, we saw Six seduce Baltar
and in Razor we found out that another Six had seduced Caine.

I don't think that the Cylons were particularly anal about sending
exactly twelve models to each colony but they do appear to have
sprinkled enough copies across the military and civilian sectors to
ensure that at least some survived to keep tabs on any human surviving
refugees.

But the Final Five are a separate group from the rest of the Cylons --
other Cylons are even programmed to not think about them. They might
even have their own plan which is completely separate from the other
Cylons' plan. Or perhaps no plan at all. Most of the rumors about the
Final Five suggest that they are an ancient group that is thousands of
years old.
