I think that was the whole point of the demotion.  Adama need Tyrol to
keep 
his birds flying.  At the moment, Tyrol is not in the state of mind to be 
able to do that (see dead bird on flight deck).  Hopefully, a short term 
demotion will help get him back in a state of mind where he can do his job

again.
