I don't think so.  The nanny said they could convert other than fat in an
emergency, but that it made them sick.  If she had reached her million(?)
person target there wouldn't have been any obvious reason to operate in
emergency mode.

As far as eliminating the evidence, it isn't clear that killing a lot of
people and/or destroying the planet would really be any less conspicuous
than simply leaving thinner people around.  Of course, the whole galactic
law thing is silly.  Aliens are perpetually doing far worse to the Earth
and its population and the galactic police rarely show up to help.  I
suppose it could work if the law was very narrowly drafted:

Galactic police:  We've had a report that you killed lots of humans and/or
destroyed their planet to cover up illegal seeding activities.

Aliens:  No, sir.  We killed lots of humans and/or destroyed their planet
in retaliation for their attack on our friends the (insert name of aliens
who chopped off the Doctor's hand) who were retreating at the time they
were destroyed by the humans.  Unfortunately, any evidence of illegal
seeding activities on the part of some other aliens (who are not us) would
have been eliminated in the process.  But that was certainly not our
intent.

Galactic police:  Well ok then.  As long as there is no evidence of
illegal seeding activities.
