 Not necessarily.  Time travel presents many paradoxes and incongruities 
that are hard to reconcile in our finite minds.  One rational explanation
is 
that time travel results in the timeline branching which means that the 
Clark from one timeline would be a different Clark than the Kal-El born on

Krypton that Kara was trying to save.  The time travel paradox with the 
potential for multiple universes could provide the writers a way for tying

together multiple universe storylines.
