  No, you see *perhaps* one or two threads per episode spring up outside
the 5-star poll, and most of these are extremely short-lived.  There are
the very few threads - such as the 'Benjamin Linus: Action hero!' -
which persist for a few weeks and make it look like non-5-star-poll
threads can thrive, but even here if I look at this morning's feed I see
11 5-star posts about past Lost episodes, and only 1 post about a past
episode that wasn't a 5-star one.  That is not a healthy ratio.  And
shows less popular than Lost, Galactica, or Heroes generally don't even
get that, aside from meta-posts about actors coming and going, or
scheduling/cancellation/etc issues.

  Perhaps I am just nostalgic about a past when usenet was much more
popular than it now is, but I remember the plethora of threads that
would spring up after every Babylon 5 or Voyager (hack, spit) episode. 
The newsgroup today seems a very pale place in comparison.
