From memories back to sixties and seventies, "psi" reminds me of:
- the Darkover novels, by Marion Zimmer Bradley. A classic series,
which looks less original now only because it has so much informed the
mainstream.
- the "Many Coloured Land" series, by Julian May: meets your requirement
of character development.
If they are too heavy, try the Telzey short stories, by James H.
Schmitz. Lightweight "secret-agent" type stuff about an individual.
Actually uses the word "psi".
