I don't think we know that for sure. If I remember correctly, in the
whole 11 books we never see from the point of view of a male channeler
other than Rand (who hears a voice) and the Forsaken (who are kind of
another story altogether, them living "constantly" since the breaking).
So it could very well be, that other male channelers hear those voices,
too, but can't cope as well as Rand can.
