Collared Aes Sedai

On several occasions, Min has had visions of Aes Sedai in the White 
Tower, collared with an A'dam.

I have always assumed that this must mean that the Seanchan will attack 
and take the White Tower.  The Seanchan would certainly collar the Aes 
Sedai if they could, and they would have the advantage that the Aes 
Sedai would not be able to use the Power as a weapon against them, 
because the Seanchan would not be trying to kill anyone.

Against this, the Seanchan still seem to be a way away from the White 
Tower, and I don't think we have seen signs of a hidden attack 
developing. I realise there is another way the plot could go.

Seaine, Pevara et al are well embarked on the discovery of Black Ajah. 
It seem very possible that they will soon report this to the Amyrlin, 
possibly in a dramatic scene where they force the Amyrlin (whoever that 
then is) to swear she is not Black.  That done, they would naturally 
move very quickly to winnowing the whole Tower.

What will they do with the Black sisters they discover?  They could be 
stilled, but there is now an alternative: they could be collared.  That 
might be seen as less wasteful, and perhaps even safer. It would also 
explain how the Tower might justifiably be called "stronger than ever" 
as per Elaida's prophecy.

I hope that might be true, as it would allow the story to progress much 
faster: instead of a new story arc involving the Seanchan fighting for 
the Tower and someone recovering it, the book could progress directly to 
a re-united tower.

Is there any indication from Min's viewings that the sisters she sees 
collared are Black, though? The only name I can find is Edesina - we 
know how that happened, and it wasn't relevant here.
