I thought the whole reason Cadsuane was so rude and overbearing to
Rand was to teach him that just because he's the Dragon Reborn doesn't
mean he can be an arrogant twat who can barely feel anything.
Remember the little alliance she put together with Sorilea? To teach
Rand "laughter and tears"? That's the reason that she's so rude. As
to her being rude in New Spring- she herself said that she stood high
above anyone else in that room- or any other Aes Sedai, for that
matter. If she's stronger than any other Aes Sedai, then by the
protocol and customs of the White Tower, she can do pretty much
whatever the **** she wants, short of killing other sisters.
