What/who exactly is the dark one?

Is the dark one equivalent to the "devil" or evil god in Randland? Or
is the dark one just someone who is extraordinarily powerful in the
one/true power?

IMO I think it's the latter. I say this because if the dark one was
like the devil then only the creator/god would be its equal. As it
stood a bunch of male and female one power users imprisoned the dark
one making him/her more of a mortal than an evil god.
