He is not a channeller of the true or one power. He is the source of
the true power. I think you are wrong in assuming that he was bested
by mortal channelers, he is comfined in a prison outside the wheel of
time, therefore he can exert little influence over events that occur
within it. Thats why he wants to break it in the first place.

The only effect he can have on events within the WOT is funneled
throught the bore, so only a tiny percentage of his real power can get
through.
