It seems to me the intent of the law is to give a foundling US
citizen****p, unless they're proven to be from a specific other place, ie
are citizens of somewhere else, and not to give them citizen****p unless
someone proves they were born in an unnamed place that's not in the US
(say, by determining the isotope pro****tions such that they must have come
from Europe).
