Each timeline ****ft also creates new Terminator technology and such
that did
evidently did not exist before.   In pristine T1, if Skynet had
T-1000's to begin with
he would have sent that instead of the Govinator.  TK had all the
abilities of the Gov
but was even more indestructible.  It would have just flowed out of
the Machine Press.
or even sent both at the same time.
Its still speculation that the T chip created Skynet, but if it did,
Skynet could have simply
had the Terminator mail them a spare T chip as part of its mission,
Skynet should know its
own origin better than anyone.
Also where is Skynet located, I don't think they ever said.  The name
suggests an orbital
sattlelite system   The obvious high ground, out of reach of most
missiles and threats, and
able to observe events like a chessplayer looking down at the board
