IIRC, the Dragaerans think so, but they're wrong-- the Jenoine 
engineered the Dragaerans by adding animal DNA to baseline humans.  
(I think this is revealed in _Issola_.  Easterners aren't quite 
baseline humans themselves-- the Jenoine added psychic capabilities, 
on which witchcraft presumably depends.)  I don't remember for sure 
if the Jenoine are responsible for the human presence on Dragaera, 
though humanity is pretty clearly of ultimately Terrestrial origin.  
The Serioli are, IIRC, the only native sapients on Dragaera.
