Because at the turn of the century there was a very large "White Slave
Trade" in which young women were pressed into prostitution aginst their
will.  The original intent of the act was to destroy that trade.

I recommend Earnest A. Bell's book "War on the White Slave Trade" for a
general description of how these organizations worked.

Now... why is it that this law was extended to all sorts of other things
and was aggressively used to prosecute all sorts of people who were quite
voluntarily engaging in such acts?  That's J. Edgar Hoover's fault.
