It wasn't Asimov (though maybe he did one too) but there was
a science article in Analog back in the 60s called "Giant
Meteor Impact" on this theme. What it boils (ha!) down to is
a land impact radiates a lot of the energy back to space; a
mid-ocean impact applies most of the energy to doing nasty
things to the biosphere.
