'Probably isn't human' is one way to put it. She was actually shown, in a
dream Anita shared, turning Mr. Oliver (who Anita had found out back in
Circus of the Damned was Homo Habilis, predating Homo Sapiens). She
appears to have started life as a sabre-toothed tiger, before becoming a
vampire, and all current vampires presumably descend from her, directly or
indirectly. It's possible that shape-****fters also descend from her,
although her shape-****fting was from tiger to human, not the reverse.
I think that we've finally met all the council members, either directly or
indirectly.
Queen of the Night (Dark Queen, Dark Lady, Mother Night, 'Mommie Dearest')
Earthmover (Mr. Oliver, destroyed by Anita)
The Traveller (soul-rider (hag) who rides vampires)
Morte d'Amour (eats fear, does the 'rotting' thing)
Belle Morte (succubus, Anita's vampiric abilities are indirectly from her)
The Dragon (female - Italian, 'talked' to Anita in Danse Macabre)
Master of Beasts (Padma, least powerful member, Anita beat him like a
drum)
The Queen is clearly the oldest vampire, greatly predating the human race.
Mr. Oliver was an early hominid, making him the second oldest of the
'current' group. There's no real indication of what era the Traveller is
from. Morte d'Amour was indicated to have been the dominant line-head
(that is new vampires were mostly like him) for several thousand years
before current times (when Belle Morte is the dominant type). Master of
Beasts and Belle Morte both seem to be from relatively recent historical
times. There isn't enough information presented on the Dragon to make any
determination about her.
There are also at least two vampires who have been shown to be powerful
enough to maintain domains completely independent of the Council.

I must not fear. Fear is the mind-killer.
Fear is the little-death that brings total obliteration.
I will face my fear. I will permit it to pass over me and through me.
And when it has gone past I will turn the inner eye to see its path.
Where the fear has gone there will be nothing. Only I will remain.
