I took it to be intentional gibberish, but with some indication that
it's gibberish because the person speaking can't quite find the worlds
to frame a complicated concept.  It has some sort of surreal coherence
to it (at least, to me).  "If I cross-correlate economic trends with
weather prediction I find that..."  The Three is finding all sorts of
correlations that most un-augmented people are unaware of, but are so
blindingly obvious to her that she can't even find the words, like trying
to explain what you do automatically without thinking of it.

Though I like the "don't invest in blue-sky tech companies"
interpretation...

In any event, I recommend reading the whole scene.  Better, the whole
story.  She almost comes off like, oh, Vinge's Old One, who also has
problems explaining things to mere humans.  Or something along those
lines.
But all compressed into a couple of surreal paragraphs.  And just a word
or two about how feared the Threes and Twos are, by just about everybody,
even the enforcement goons they brought along.  Building a very
interesting
background by simply dropping a word or two here and there.  "The door
dilated" on steroids.

Oh well.  Maybe I'm just easily amused.
