Depends on how set you are on a "never read incomplete series" rule.
The first one "Red Thunder" managed fine for years as a stand-alone.
The second, "Red Lightning," strikes me as slight and a little preachy
but that may be because I read it immediately before "Rolling
Thunder."
And "Rolling Thunder" is quite a good book. Very alien aliens, a title
that actually means something (which is not the case for "Red
Lightning") and a deft bit of character writing. In that (spoiler and
spoiler) from the third book are very different people when shown
through the eyes of a new viewpoint character. Not retconned out of
shape, just seen differently by a different person -- who has some
suggestions for dealing differently with them, some of which work very
well.
There's a clear direction left for a sequel, i.e. a problem to solve
and more than an inkling of who's going to solve it. But it's not at
all a cliffhanger. I anticipate no difficulty in waiting, me.
