YASID: Dimensional Analysis

This is a little different for a SID.  The column was one of Asimov's 
F&SF science columns.  He did a dimensional analysis of the universe, as 
I recall by setting some universal constants as dimensions and then 
dimensioning everything else in terms of those constants.  I would like 
to read it again, so I need the title and date of publication and, if 
possible, a place to look for a copy.

We'll see just how big a mental database this group represents.  I know 
this is a toughie.
