That's how it used to be, but most freeware these day is open 
source, which is generally not counted as shareware. Shareware is 
now mostly (a) crippleware where you get the basic program but need 
to pay extra for the full feature version, (b) demo versions that 
are only good for a couple weeks, (c) nagware where you don't have 
to buy, but everytime you start the program it asks you to register. 
Most of the free shareware I see nowadays is legacy software that 
was created before the GPL caught on.
