Drat, there's a YASID of that that I just can't call title/author and/or
many details to mind.  But it was a post-collapse-of-some-sort future
(not, I think, primarily climate change), where we follow somebody who
takes up mining some of the old cities for metals and other materials,
but eventually is contacted by higher-tech folks who've been using the
coal resources in antarctica, plus domed cities, yada yada, to be the
new center of (what remains of) civilization.  Still ice, but much
milder conditions than nowdays.  Given that I remember much is made
of coal under the ice, it may have been an energy-shortage collapse,
part of the SF community reaction to the oil pseudoshortage of the 70s.

The memory almost has an Eando Binder feel to it, but that would make the
"70s" memory a bit wrong I think.  Hm.  Don't think it was the Anton York
thing, and clearly not the Otto-only "Avengers Battle the Earth Wrecker"
which might be about the right vintage.  Hm.  "Lords of Creation".
Don't rmemeber that one at all, so maybe that's it, though it's
quite a bit earlier.  Oh well.
