No, it really wasn't.

The usual Saturday-night SFC B-movie production is cheap but ****ny,
with plasticky CGI effects and some earnest actors. 

The Riverworld thing looked like something I rented on VHS in the
mid-80s, that had been produced on a shoestring in Eastern Europe. Ten
years before *that*. It even had the classic seventies "now we will
play exciting bongo music over the action sequence" music.

(...actually, New Zealand, it turns out.)
